Embassy Logistic Terms: BESC
A number of countries in Africa require a waiver document for all import shipments. For example, a BESC (Bordereau Électronique de Suivi des Cargaisons) is required for all shipments going to Benin, Mali and Cameroon. This way the authorities in the countries of destination have access to all information in the “pre-arrival phase”.
The information contained in the waiver document, is as follows; shipper and consignee names, mode of transport, description of the cargo and its value, name of the transport vessel and the cost of shipment. The authorities in the country of destination must be in possession of the waiver document prior to arrival of the vessel.
Each country has their own regulations for waiver documentation and in fact, some countries have a different name for the document.
Bamako is the port in Mali for which a BESC is required.
Cotonou is the port in Benin for which a BESC is required.
Douala is the port in Cameroon for which a BESC is required.
